These Terms and Conditions apply to “HamrahGhar-Safe easy loan”, a digital lending product operated by Punjab Rural Support Programme (“PRSP”, the “Company”, “we”, “us” or “our”). Punjab Rural Support Programme is a company limited by guarantee and not having share capital, incorporated under the Companies Ordinance, 1984, as re-enacted by the Companies Act, 2017. The Company was incorporated on 26 November 1997 under Certificate No. 0038557, with National Tax Number 2290295-3. The Company holds License No. SECP/LRD/14/PRSP/2022. The Securities and Exchange Commission of Pakistan (“SECP”), after considering the Company’s application for renewal of license to carry out Investment Finance Services under Rule 5 of the Non-Banking Finance Companies (Establishment and Regulation) Rules, 2003, has renewed the license of Punjab Rural Support Programme to undertake or carry out Investment Finance Services restricted to Microfinance through conventional means. The renewed license is subject to applicable conditions, including compliance with Part VIII-A of the Companies Ordinance, 1984, the Companies Act, 2017, the Non-Banking Finance Companies (Establishment and Regulation) Rules, 2003, the Non-Banking Finance Companies and Notified Entities Regulations, 2008, and all directives, circulars, codes, notifications and guidelines issued by the Commission. The Company is also required to submit annual, half-yearly, quarterly or other reports as specified under applicable laws. The license is valid for a period of three years with effect from 06 June 2025 and is renewable every three years as prescribed under the Rules. These Terms govern the registration, use, loan application, approval, repayment, account management, privacy protection, data deletion and other related services provided through HamrahGhar-Safe easy loan, the official website www.punjabrural.com, and any related digital platform. 1. Acceptance By downloading, registering, accessing or using HamrahGhar-Safe easy loan, the User confirms that he/she has read, understood and accepted these Terms and Conditions, the Privacy Policy, the Loan Agreement and any other applicable document displayed in the Application or on the official website. If the User does not agree with any part of these Terms, the User must immediately stop using the Application and related services. 2. Definitions “Application” means the HamrahGhar-Safe easy loan mobile application. “Company” or “PRSP” means Punjab Rural Support Programme. “User”, “Customer”, “Borrower” or “you” means any individual who registers, applies for, receives or uses any service through the Application. “Loan” means any credit facility approved and disbursed to the User by the Company through the Application or related platform. “Account” means the online user account created and maintained by the User through the Application. “Services” means digital loan application, review, approval, disbursement, repayment management, account services, customer support and related functions provided by the Company. “Applicable Laws” means all laws, rules, regulations, directives, circulars, orders, codes, notifications and guidelines applicable in Pakistan from time to time. 3. Eligibility and Scope of Services The Services are intended only for eligible individuals who have legal capacity to enter into binding contracts and who satisfy the Company’s identity verification, credit assessment, risk control and compliance requirements. The Company may refuse registration, reject a loan application, suspend an account, or terminate services if the User does not meet eligibility requirements, provides false or incomplete information, violates these Terms, or creates legal, credit, fraud, operational or compliance risks. 4. Registration and Account Security To use the Services, the User must register an account and provide true, complete, accurate and up-to-date information, including identity information, contact details, bank account information and any other information required for loan assessment and compliance review. The User is responsible for maintaining the confidentiality of login credentials, passwords, OTPs and account access information. Any operation conducted through the User’s account shall be deemed to have been performed by the User unless the Company determines otherwise. The User must immediately notify the Company if the account, password, device or OTP is lost, stolen, misused, accessed without authorization, or exposed to any security risk. 5. User Verification and KYC The Company may require the User to complete identity verification and customer due diligence procedures, including but not limited to: verifying personal identity information; uploading identity documents; taking a live facial image or selfie; verifying mobile number and contact information; verifying bank account information; conducting credit, fraud, AML/CFT, sanctions and compliance checks; requesting additional documents where necessary. The Company may reject an application, suspend an account, or request further information if the submitted information is incomplete, inaccurate, suspicious, expired, altered, forged or insufficient for verification. 6. Loan Application and Approval The User may submit a loan application through the Application by selecting the desired loan amount and repayment period, and confirming the relevant loan details displayed in the Application. The maximum loan amount is PKR 50,000, subject to the Company’s final approval. The actual approved amount may vary based on credit assessment, repayment capacity, risk model results, user history, internal policies and applicable laws. The loan repayment period is 90 to 180 days. The actual repayment schedule, repayment date, installment amount, interest amount and total payable amount shall be displayed in the Application and/or Loan Agreement before final confirmation. Submitting a loan application, creating an account, or accepting these Terms does not guarantee approval of any loan. The Company reserves the right to approve, reject or modify a loan application based on its assessment. 7. Interest, Fees and Loan Details The maximum annual interest rate is 12.2%, subject to the final loan offer displayed in the Application and confirmed by the User. Before accepting a loan, the User will be shown key loan information, including: approved loan amount; repayment period; interest rate; repayment schedule; total repayment amount; The User shall carefully review all loan details before confirming the loan. Once the User accepts the loan electronically, the User agrees to repay the principal, interest and any applicable charges according to the Loan Agreement. 8. Repayment and Early Repayment The User shall repay the loan according to the repayment schedule displayed in the Application and confirmed in the Loan Agreement. Repayment may be made through payment channels approved by the Company. The Company may update repayment methods from time to time through the Application or official website. The User may make early repayment or partial repayment where permitted by the Application and the Loan Agreement. Early repayment shall be processed according to the repayment rules displayed in the Application and applicable law. If the User fails to repay on time, the Company may take lawful measures including repayment reminders, account restriction, recovery action, credit/risk record updates, and other measures permitted under applicable law and the Loan Agreement. 9. Account Cancellation and Data Deletion The User may request account cancellation or data deletion through the Application or by contacting customer service, provided that there is no outstanding loan, unpaid amount, pending transaction, unresolved dispute, fraud investigation, legal retention requirement or compliance obligation. After receiving a valid request, the Company may verify the identity of the requester and process the request in accordance with applicable law, internal policies and data retention requirements. Certain records may need to be retained for legal, accounting, audit, AML/CFT, dispute resolution, fraud prevention or regulatory compliance purposes. After the required retention period expires, the Company will delete, destroy or anonymize such data where appropriate. 10. Anti-Money Laundering and Counter-Terrorist Financing The Company is committed to complying with applicable anti-money laundering, counter-terrorist financing, sanctions screening and financial crime prevention requirements. The User agrees not to use the Application, loan proceeds or any Company service for illegal activities, including but not limited to money laundering, terrorist financing, fraud, illegal trade, gambling, identity theft, corruption or any prohibited transaction. The Company may conduct customer screening, risk assessment, transaction monitoring and enhanced due diligence. If the Company has reasonable suspicion that a User is involved in illegal, suspicious or high-risk activities, the Company may reject the application, suspend the account, terminate services, freeze or restrict transactions, request additional information, or report to competent authorities where required by law. 11. Personal Information and Privacy Protection The Company may collect and process personal information necessary for providing the Services, including identity information, contact information, bank account information, device information, location information, credit-related information, uploaded documents, biometric verification information and transaction records. The Company uses such information for identity verification, loan review, credit assessment, risk control, fraud prevention, repayment management, customer support, legal compliance and service improvement. The Company will apply reasonable security measures, including encrypted transmission, secure storage, access control, internal authorization management and compliance review, to protect User information. The Company will not sell User personal information to unrelated third parties. Personal information may only be shared where necessary for service provision, legal compliance, regulatory request, dispute resolution, fraud prevention, or with the User’s consent. 12. User Responsibilities The User agrees to: provide true, complete and accurate information; use the loan only for lawful and reasonable purposes; repay all amounts on time; keep account credentials confidential; promptly update changed information; comply with these Terms, the Loan Agreement and applicable law; not use false identity, forged documents or another person’s information; not interfere with the Application, system, data or security measures. The User shall be responsible for losses caused by false information, misuse of the account, breach of contract, unlawful conduct or failure to protect login credentials. 13. Prohibited Conduct The User shall not: impersonate another person; submit false, misleading, forged or altered information; register multiple accounts for fraudulent purposes; use the Services for money laundering, fraud or illegal transactions; attack, interfere with or disrupt the Application or website; reverse engineer, copy, modify or misuse the Application; upload unlawful, offensive, misleading or harmful content; transfer, sell or assign the account to any other person. If the User violates this section, the Company may suspend or terminate the account and take legal action where necessary. 14. Account Suspension and Service Restriction The Company may temporarily or permanently suspend, restrict or terminate the User’s account or access to the Services if: the User violates these Terms; the User provides false or unverifiable information; the User fails to repay amounts due; the User is involved in suspected fraud, illegal activity or financial crime; the account is subject to security risk; required by law, regulator, court or competent authority. The Company shall not be liable for any loss arising from lawful account suspension or service restriction. 15. Intellectual Property Rights All rights, title and interest in HamrahGhar-Safe easy loan, including the Application, website, software, system, interface, logo, trade name, text, design, database, source code, business model, documents and other content, belong to or are lawfully licensed to the Company. The User does not acquire any intellectual property right by using the Application or Services. Without prior written consent, the User shall not copy, reproduce, distribute, modify, reverse engineer, commercially exploit or otherwise misuse any part of the Company’s intellectual property. 16. Communications and Notices The User agrees that the Company may communicate with the User through the Application, SMS, phone call, email, website notice, push notification or other electronic means for service, repayment, verification, risk control, account security, legal notice or customer support purposes. Notices sent to the contact information provided by the User shall be deemed validly delivered unless the User has updated the information through official channels. 17. Marketing Communications Subject to applicable law and User consent where required, the Company may send service-related updates, product information, promotional notices or customer education content through electronic channels. The User may opt out of marketing communications where such option is provided, but service-related, repayment-related, security-related and legal notices may still be sent where necessary. 18. Amendments The Company may amend these Terms and Conditions from time to time due to business needs, regulatory requirements, product updates or risk control requirements. Updated Terms will be published through the Application or official website. Continued use of the Services after publication of updated Terms shall be deemed acceptance of the revised Terms, unless otherwise required by applicable law. 19. Governing Law and Dispute Resolution These Terms and Conditions shall be governed by the laws of Pakistan. In case of any dispute, the User should first contact the Company’s customer service through the official channels. If the dispute cannot be resolved amicably, it shall be submitted to the competent courts or authorities in Pakistan, unless otherwise required by applicable law. 20. Final Confirmation By registering, applying for a loan, accepting a loan, using the Application or continuing to use the Services, the User confirms that he/she has read, understood and agreed to these Terms and Conditions, and agrees to be bound by all obligations arising from them.
